Job Description:


Provides analysis, research and technical expertise in a specific area of personnel within an organization. Assists with projects that have a significant impact to the agency. This is the entry/training level of the Specialist job series. Incumbents at this level may require additional training or experience to gain full proficiency in some or all of the job responsibilities.


Job Responsibilities & Performance Standards:

1.
Analyzes organizational, occupational, and industrial data to facilitate organizational functions and provide technical information to business, industry, and government
2.
Applies analytical and professional expertise to one or more personnel disciplines
3.
Assists in assessing needs and develops position analysis instruments and materials
4.
Evaluates positions, determining classification, exempt or non-exempt status, and compensation
5.
May consult with business, industry, and government officials
6.
Observes, interviews, and surveys employees and may conduct focus group meetings to collect position, organizational, and occupational information
7.
Participates in meetings or presentations and assists with the preparation and distribution of communication materials
8.
Researches and prepares data for occupational classifications, position descriptions, salary scales and competency appraisal measures and systems


Sample Technical Competencies:

1.
Ability to assist in developing written materials such as questionnaires, surveys, etc.
2.
Knowledge of basic statistics, research methods and techniques for organizing and presenting data
3.
Ability to use human resource related databases, software and applications
4.
Knowledge of state human resource rules and regulations, policies and procedures
5.
Ability to organize and evaluate data to comply with system requirements

Entry Qualifications:

Completion of a bachelor's degree from an accredited college or university OR Four years of related experience in human resources
