Job Description, Responsibilities, Standards, and Qualifications

Job Description:

Attends a training academy or otherwise trains to assume professional law enforcement duties. Work is performed according to detailed instructions or clearly established practices and is closely monitored.

Job Responsibilities & Performance Standards:

Acquires knowledge and experience to enforce applicable State and Federal laws, rules and regulations
1. Receives training in all aspects of conducting criminal and administrative Investigations into violations of applicable laws.
2. Aggressively seeks intelligence information from all available sources.
3. Documents and catalogs data received from confidential informants, law enforcement agents etc., conducts surveillance and undercover operations, etc., to determine if illegal or unlawful activity has taken place.
4. Maintains strict confidentiality of intelligence information received from other law enforcement agents or agencies.
5. Obtains search warrants based on probable cause after receiving authorization from judges in applicable jurisdictions, permitting lawful searches of people/property suspected of concealing contraband or evidence of criminal activity.
6. Arrests violators with or without warrants, advising of rights when applicable. Escorts violators to appropriate detention facility for processing, or issues summons for court appearances in accordance with established policies and procedures.
7. Maintains a current knowledge of the legal aspects of applicable criminal and/or administrative procedures pertaining to interview, surveillance techniques, search warrants, affidavits, confidential informants and undercover operations.
8. Primary responsibility for conducting undercover investigations and fulfilling undercover roles. Guards all persons and entities against unnecessary exposure to risk and liability.
9. Cooperates with and assists other law enforcement agencies (Federal, State, and Local), keeping abreast of any problem areas and applicable law and/or regulation violations and promptly responds to duties on a 24 hour basis when required.
Assists professional staff with paperwork, communications and other routine duties
1. Adequately prepares to testify in court and other official forums by maintaining a current knowledge of legal aspects governing the rules of evidence, preparing responses to questions, assisting in the preparation of cases, etc.
2. Testifies as required by prosecutors and other officials.
3. Effectively communicates the results of investigative actions during judicial proceedings.
4. Maintains a professional appearance and consistently displays proper courtroom demeanor at proceedings.
Monitors security for assigned facilities
1. Prepares narrative descriptions of violations in a timely manner.
2. Thoroughly documents interviews, the collecting and handling of evidence, and other investigative actions including all necessary attachments and supporting documents in clear and concise summaries.
3. Submits case reports in a timely manner.
4. Makes corrections noted by supervisor in a timely manner.
Participates in classes, field exercises, and other training activities
1. Visits businesses and assists in inspecting all licenses to ensure licenses are current and to obtain applicable information.
2. Thoroughly documents inspection and prepares detailed reports of findings.
3. Assists in preparing and issuing citations to licensee suspected of violation of applicable law and/or regulation in accordance with applicable policy and procedure.
4. Represents the Department by properly preparing for and attending administrative hearings, presenting the facts of specific cases, maintaining a professional appearance, and consistently displays proper demeanor.
5. Prepares intelligence reports on unusual findings and submits to supervisor in a timely manner.
6. Assists other law enforcement and regulatory agencies when required.
Performs public safety duties under close supervision of professional personnel
1. Maintains assigned equipment in accordance with Departmental and Divisional standards, completing related reports in a timely manner.
2. Manages relations and liaisons with other law enforcement agencies, departments and the public.
Maintains knowledge of current trends and developments in the field by reading appropriate materials, journals and other literature and attending related seminars, conferences and the like. (Performed by all incumbents).
1. Attends meetings and seminars as required and appropriate.
2. Maintains a continuing education program by attending, at least 20 hours of in-service training each year.
3. Maintains technical knowledge by reading up-to-date technical reports, articles, books, etc.
4. Extent to which knowledge of trends and developments in the field are demonstrated throughout the year.
Maintains a consistent high quality, customer-focused internal and external orientation when conducting business and providing services. (Performed by all incumbents).

5. Uses appropriate, established chain of command and channels of communication.
Learns, develops, and maintains proficiency in the operation and usage of Departmental and other State mainframe computer and PC systems. (Performed by all incumbents).
1. Uses available and appropriate computer systems for the purpose of conducting preliminary investigations and producing required reports.
2. Communicates with supervisory and other Departmental personnel via e-mail if applicable.
3. Prepares and maintains investigative and other reports using PC's and various software programs.

Sample Technical Competencies:

Knowledge of the rules, regulations and procedures regarding the proper use, care, and safety of weapons
Ability to negotiate variable obstacles and/or configurations on a structured driving course
Ability to perform a variety of diverse performance tasks (conflict control, driving conditions and problem solving)
Knowledge of accident investigations, recruiting, and public relations functions
Knowledge of the proper operation of communication equipment

Entry Qualifications:

Completion of high school diploma or GED AND POST certification eligibility

Preferred Qualifications:

Law Enforcement Related Peace Officer Standards and Training Council (P.O.S.T). Certification; previous experience in working Underage Alcohol Compliance Investigations and working knowledge of personal computers and MSOffice 97 software.
