1. What is the Statewide Human Resource Audit?
The Statewide Human Resource Audit is a self-assessment, web-based, audit instrument designed to allow agencies to assess and improve their current human resource practices. Currently, there are four required audit modules covering the following topics: Classification, Compensation, Performance Management and Recruitment and Selection. The Safety Administration module is optional for both Executive and Non-Executive agencies.

2. Who should be completing the audit?
The HR Audit was developed for Georgia’s Executive Branch Agencies, but all state agencies are welcome and encouraged to participate in the self-audit process.

The Georgia Merit System uses the distinction of Executive and Non-Executive Branch Agencies as indicated by the Governor’s Office of Planning and Budget. (Link to Word file “Executive Agencies”)

4. Why is there a HR Audit?
The development of HR Audit is based on Georgia Code 45-20-1, Section C, Paragraphs 8 and 9, which calls for establishing and auditing the internal human resource standards and processes of Georgia’s state agencies. As outlined in the code, the goal of the audit process is to assure that agencies are following all state and federal personnel guidelines, established standards and processes, and best practices within their human resource departments.

5. When does it start and when is it due?
The official start-date for the FY2007 HR Audit is April 2, 2007, with submissions due by October 2, 2007.

6. Why should my agency participate in the self-audit process?
HR Audit is designed to help agencies identify potential areas of concern within their human resource practices and provide information on best practice solutions. The self-assessment process is a way for agencies to personally assess how they are doing and make adjustments if they are deemed necessary.

All of the audit modules will be completed on-line, using the HR Audit website (www.gms.state.ga.us/hraudits).

8. Will the HR Audit website be password protected??
Yes. Each agency will be required to utilize a User ID and Password to access the audit questionnaires.

9. How do I obtain a User ID and Password?
The HR Audit Section of the Merit System will issue user IDs and Passwords. You may use the “Contact Us” page on the Audit site or you may contact a member of the HR Audit section directly. (See question #23 for contact information)

10. Can more than one user login at a time?
No. Only one user should log on to the HR Audit at one time. Multiple users will cause data overrides.

11. How many passwords can my agency obtain?
Each agency is assigned one password that is issued to the HR Director or a designee.

12. How long does it take to complete the audit?
It should take between one week and two weeks per module to compile the necessary information and complete the online questionnaire.

All module questionnaires and best practices are downloadable (Microsoft Word format) from the HR Audit website (www.gms.state.ga.us/hraudits).

14. What types of results are generated?
Each module report contains information about questions, answers, best practices and points received. The module is given an overall rating of A though F using a 10-point scale (i.e., 90-100=A, 80-89=B, etc.), and the four required modules (Safety Administration is optional) are summed to generate an overall audit score.

15. What should I do with my results?
The results should be used to identify potential areas for improvement within your human resource practices, and serve as a guide for best practice solutions.

16. How often will I complete the audit?
Georgia Code 45-20-1 states that the audit of state agencies will be assessed and reported annually to the Governor and General Assembly.

17. How many times can I submit my audit data?
The data from HR Audit can only be submitted to the Merit System one time.

18. Can I make corrections to my answers before submitting the data?
Yes. It is recommended that after agencies complete the audit, they take time to review the audit report and make any desired improvements to their practices or policies. Following these improvements, the agency should adjust their score to reflect any changes, and then submit the final report to the Merit System.

19. What if I’ve submitted my information but wish to make corrections? Can the information be retrieved?
No. Once information is submitted to the Merit System, it cannot be retrieved.

20. Can I submit one module at a time?
No. The data from all modules must be submitted at one time. Even though Non-Executive are not required to complete all modules, if any are completed, they must all be submitted to the Georgia Merit System at the same time.

21. What happens to the data once it is submitted to the Merit System?
The HR Audit Section of the Merit System will summarize the data, and a report will be generated for inclusion with the annual report on Georgia’s workforce for the Governor and General Assembly.

22. I am having problems logging out or with broken links while navigating the audit site. How do I fix the problem?
1. Open your Internet Explorer.
2. Select Tools from the Menu bar, and then select Internet Options.
3. On the General tab, click on the Settings button under Temporary Internet files.
4. Choose ‘Every visit to the page’ option button, and then click OK.

24. Having a problem opening Word documents on the instruction pages?
In order to open documents in HR Audit, please follow the instruction as below:
1. Please make sure your browser's pop-up blocker (Google, Yahoo, etc.) is disabled.
2. Please open Internet Explorer, and then go to tools-internet options on the menu.
Click on Security tab, and then click on Custom Level button. Please scroll down until you find "Downloads" and make sure “enable” option button is clicked under File download.
