Steady Salary and Job Progression


The State of Georgia is dedicated to challenging and inspiring high performing employees and offers four types of incentive compensation programs:

  • a hiring program

  • a training and education program

  • a goal-based program, and

  • a performance based program.

  • The hiring program is used to bring critical skills into state government. The training and education incentive is used to strengthen and develop critical skills, competencies and credentials through various state paid certifications. Goal-based incentives are used when timely accomplishments of missions are critical to the overall success of an organization. The performance-based program, PerformancePlus, pays state employees on a 23-grade statewide salary plan in a pay range from target to maximum salaries. Through structure adjustments, state salaries are steadily gaining on the private sector market.

    Because of the essential nature of state government services, jobs that are critical to meeting the needs of the people of Georgia do not often go away even when there are environmental changes, such as an economic downturn, that could possibly impact public services. Jobs that are critical to meeting the essential needs of Georgia’s citizens provide stable employment for state workers.
