
The purpose of these rules is to implement and to give effect to the provisions of Article IV, Section III, Paragraph I of the State Constitution of 1982, and of the Merit System Act (Ga. Laws, 1975, p. 79, as amended), in achieving the following objectives:
To establish in the State a system of personnel administration based on merit principles and scientific methods governing the classification of positions and the employment, conduct, movement and separation of public officers and employees.
To build a career service in government which will attract, select and retain the best of our citizens on merit, free from coercive political influences, with incentives equal opportunities for promotions in the services, which will eliminate unnecessary and inefficient employees and which will provide technically competent and loyal personnel to render impartial service to the public at all times and to render such service according to the dictates of ethics and morality.
The State Personnel Administration is committed to the principles of equal employment opportunity and affirmative action. In the interest of brevity "he" and "his" are used as generic terms which include both male and female.
These rules and regulations are effective as indicated.
