An interagency Performance Management Initiative team was created in 2005 to determine the needs and requirements for a new performance management system for the State. In order to examine the issues and needs with regards to performance management, a survey of employees, managers, and HR personnel was conducted, as were interviews with agency leadership.
The team used these findings, along with research into successful performance management systems, to design a new performance management system that is user-friendly, results-based, encourages employee development, and is aligned with the vision and goals of the State and its entities.
Some of the changes, improvements, and benefits of this new system include:
Process is easier to use and understand Increased involvement for both manager and employee during the entire process, from developing the performance plan to evaluating and identifying areas for future growth
Collaborative planning makes use of employee input, planning, and self-evaluation
Supporting technology that is easy for managers and employees to access and use, is available for use by multiple users, and is integrated with other HR functions
The new system is based upon results, goals, and competencies
Measurable criteria, which should lead to improved accuracy and fairness
Aligns employee goals with agency goals
Enhanced accuracy, consistency, and timeliness of reviews
Ongoing coaching by manager, which accommodates employee input
Enables feedback on an interim basis F
lexibility to make changes to the plan throughout the year as responsibilities and projects change Allows for developmental opportunities for improved current job performance as well as future career roles
Managers and employees are held accountable for performance management
Enables feedback on an interim basis
Nine agencies will launch the new ePerformance Manager system during the Phase 1 implementation in July 2008. Agencies who utilize PeopleSoft HRMS will be eligible to implement ePerformance in July 2009.
Our goal is to ensure a successful transition to the enhanced Performance Management Process and ePerformance Manager System.
