W. Lee Rudd, Interim Commissioner
Lee Rudd is a seasoned executive with a 20-year successful track record in all phases of public and private sector human resources, finance, sales and marketing, consulting and operational leadership. In December 2011, Mr. Rudd was appointed Interim Commissioner of the State Personnel Administration (SPA). Under his leadership, the agency is responsible for setting the human resources and personnel management policies for 72,000 state employees. Prior to this appointment, Mr. Rudd was recruited from the private sector to serve as second in command of the agency and introduce new technologies, best practices and cost effective methodologies in human resource service delivery across the enterprise of state government. As Deputy Commissioner for the past five years, Mr. Rudd specifically oversaw agency operations and statewide workforce services, including finance, technology, project management, strategic planning, communications and marketing, procurement, workforce planning, recruitment, applicant assessment and testing, and performance management. Mr. Rudd’s leadership in the development and implementation of HR strategies has simplified processes and procedures, reduced costs, brought about new efficiencies, and greatly contributed to the state of Georgia being nationally ranked in the top five in “People” management.
Prior to his work at SPA, Mr. Rudd served in various leadership positions for several start-up companies. In his latest information security start-up firm, Mr. Rudd served as Vice President of Operations where he was instrumental in the company’s growth from $6 million in annual revenues to $26 million in a three-year period. During this same period, Mr. Rudd led a consulting and engineering team that experienced a gross margin growth from 20% to 35%, and created an extensive channel marketing program that secured 200 hardware and software manufactures in the information security market segment.
Mr. Rudd earned his Bachelor of Science degree in Finance from Samford University in Alabama where he also received a Masters of Business Administration in International Business. Mr. Rudd is a member of the National Association of State Personnel Executives and the International Personnel Management Association. He serves as Board Member of the Employees’ Retirement System of Georgia and as executive secretary for the State Personnel Board and the Employee Benefit Plan Council.
The Commissioner's Office provides overall direction, leadership and management of the agency. Functions within this office include HR policy development and interpretation, management of the State Personnel Board, legal services, legislative affairs, personnel management and other internal and external support services.
This office provides enterprise leadership in human resource management to mitigate risk, and ensure state government operates within a framework of uniform personnel policies and practices that promotes workforce productivity and sound business practices, reduces redundancy and increases overall efficiency.
Total Rewards encompasses programs within the Compensation and Employee Benefits Divisions, and is charged with designing and deploying a mix of monetary and non-monetary incentives that create a rewards package used to attract, retain and motivate state employees.
From a compensation perspective, this includes salary planning services, competitive labor market analysis, pay-for-performance guidelines, salary policy interpretation and analyses of trends that impact compensation decision-making. It also entails administering all employee paid flexible benefits, including: dental, vision, life insurance, short and long term disability, specified illness, legal services, employee discounts and the State Charitable Contributions Program (SCCP).
Total Rewards ensures the state has fair and consistent employee compensation practices across the enterprise and comprehensive employee paid benefits choices that are competitive and affordable.
The Workforce Services Division manages enterprise-wide talent acquisition and employee retention initiatives. The program areas within the division are responsible for attracting, assessing, selecting and developing the best talent to optimize employee productivity and drive organizational success.
Key services include management of a central recruiting web site (careers.ga.gov) where applicants can apply for all state jobs, specialized recruiting, screening for qualified applicants, job specific testing, interviewing, reference checking, offer letters and hiring packages. Once hired, this program provides model workforce planning processes and the guidance needed by agencies to manage, improve and recognize the performance of their workforce.
HR Shared Services (HRSS) is a leading industry, best-practice approach to human resource service delivery. By centralizing agencies’ HR functions, the state can streamline services, decrease costs and improve efficiencies. This program deploys specialized HR professionals to provide a range of services to state agencies based on their specific needs.
SPA handles HR transactions and other services, allowing agencies’ resources to focus on core missions and meeting the strategic goals of the state. The Workforce Development Division maximizes agencies’ investment in their people and increase employee productivity through enhanced knowledge and skills. State employee development includes the creation and delivery of training programs to improve job-specific, professional and leadership (managerial) skills.
